New Guidance To Reduce Accidents At Work In Loading Bays

New guidance to cut loading accidents
Reducing the number of people injured or killed when working in loading bays is the aim of a new initiative, launched today (13 September 2012).
The Institution of Occupational Safety and Health’s (IOSH) Retail and Distribution Group have teamed up with the Freight Transport Association (FTA), to produce the ‘Loading Dock Safety Guide’, with the aim of helping employers to understand the risks and possible interventions.
Steve Clark, chair of IOSH’s Retail and Distribution Group, said: “Accidents, when they occur on loading bays, can have fatal consequences.
“Back in August 2011, the West Hordon depot of Tuffnells Parcel Express, was fined after a warehouse porter’s head was crushed by a lorry reversing into a loading bay. Although the employee survived, it’s accidents like these that we are trying to combat.”
Great Britain’s Health and Safety Executive (HSE) reports that 15 per cent of all reported workplace transport injuries happen during unloading and loading. Of these injuries 37 per cent involve drivers of the vehicle, and 20 per cent are accounted for by workers unloading or loading goods.
Sally Thornley, director of compliance at the Freight Transport Association, added: “We have worked in conjunction with IOSH to produce a guide that helps employers address the key risks at the loading dock/vehicle interface.
“This publication is an excellent example of industry bodies working together to tackle issues and share good practice – guidance by industry, for industry.”
Representatives from the retail and distribution industry are set to attend the launch of the Guide at a networking event held at Donington Park. The event will feature talks from the FTA, ASDA supermarkets and the HSE.
The 32-page ‘Loading Dock Safety Guide’ covers an array of topics including risk assessment, creep control measures and provides a number of checklists to keep risks at bay. Free copies of the guide can be downloaded from http://www.fta.co.uk/

17,000 People Die Each Year From Accidents
A shock statistic is that over 17,000 people die each year from accidents in the UK. This does seem a particularly high figure.

"The latest figures from the Office for National Statistics show there were 484,367 deaths registered in England and Wales in 2011, a fall of 1.8% compared with 2010. The age-standardised mortality rates (which takes account of aging population) in 2011 were the lowest ever recorded for England and Wales, at 6,236 deaths per million population for males and 4,458 deaths per million population for female.
Cancer death rates have fallen by 14% for men and 10% for women in the previous decade.
And between 2001 and 2011, the death rates for circulatory diseases fell by 44% to 1,803 deaths per million population for males and 1,110 deaths per million population for females.
We may worry about murders or swine flu, but the big killers of heart disease and cancer are much more significant in terms of public health. What is also striking is how constant many of these numbers of deaths are - why do around 17,000 people die each year in accidents, for instance? Why do around 200 people accidentally drown every year? "
It does show that all of us need to be wary and take care of ourselves, life is a fragile thing that we do not want to be taken away from us just yet.

These are worrying times for workers as their health and safety continues to be scaled down.
2011 HSE figures show that 173 people died in the UK in workplace accidents and 22,433 were seriously injured.

"Injured workers will be forced to prove that their employer was directly to blame for their accident before they are eligible for compensation under tough new legislation which critics allege will scale back workers' rights to those of "Victorian times".

Under proposals that Labour have claimed were "sneaked into Parliament", ministers are trying to amend health and safety laws to water down employers' liability for accidents and leave employees having to prove that their managers were negligent.
The Government claims the move will cut red tape, end the "unfairness" to companies in current health and safety legislation and stop them from having to pay out for "spurious" personal injury claims. But unions say the move will increase litigation costs, erode safety standards in the workplace and make it harder for workers to claim legitimate compensation.
Figures released this week by the Health and Safety Executive show that last year 173 people died as a result of workplace accidents and 22,433 were seriously injured.
The Government published a review this year of existing health and safety regulations conducted by Professor Ragnar Löfstedt, director of the King's Centre for Risk Management at King's College, London.
Last month, it announced an amendment to the Enterprise and Regulatory Reform Bill. The new Business minister, Matthew Hancock, told MPs this was based on Professor Löfstedt's recommendations and would remove the concept of "strict liability" – whereby companies are liable for injuries regardless of negligence if certain health and safety rules are breached.
"The fear of being sued drives businesses to exceed what is required by the criminal law, diverting them from focusing on sensible preventive health and safety management and resulting in unnecessary costs and burdens," he said.
However, the Löfstedt review did not call for the blanket removal of strict liability. Instead it called for a review of where strict liability was necessary. "These proposals were sneaked into [the Bill] at the last possible moment after the legislation had been through committee," said Labour's business spokesman Iain Wright.
Karl Tonks, head of the Association of Personal Injury Lawyers, said the Government's proposals would "turn back the clock on workplace safety to the 19th century".
A spokesperson for the Department of Business denied that the changes would remove the right of individuals to bring a personal injury claim against their employer for negligence.
"Currently, most claims are brought for both breach of statutory duty and negligence. The change only affects those claims which rely on a technical breach where there is no evidence the employer was at fault," he said."
